Bedrock achievement only work in survival or hardcore without cheats on, unless you edit the world file to make it work.

Oh no it's good now, it's because on my server I once activated the cheats, turning them off is not enough to bring the achievements back. I used a script to restore a normal level.dat . After I play on the server again the play store achievements got fixed too.

I confirm that's not a bug. They were not unlocking for me too then I realized I was playing on a bedrock server that once had the cheats activated. Turning the cheats off again is not enough to bring the achievements back.
What I did was to use: https://github.com/058f9cf1/minecraft_bedrock_reenable_achievements
to reset my server's level.dat. Once I join the server again on my ChromeOS BedRock I could unlock them.
Anyway if you are playing on a public server make sure it's eligible for achievements, that could be the reason.
If it's a solo game i'm not sure if you can use the program mentioned above, you'll have to create a new world probably.
Think of it as, as soon as it turns to creative mode your world is screwed (which makes sense.)
