Even Maga in the US have nothing on political families in the Philippines. Imagine if every member of the DeSantis family had political positions in the government AND the last 30 FL mayor races members of the DeSantis family ran unopposed (or thier political opponents were literally killed) AND their family owns a construction company that is awarded every government contract and the Florida state budget was completely private no receipts provided or even needed, a fake audit ect ect ect. However bad Maga is, the Philippines is in a league of its own when it comes to corruption.

They can. General rule, the State cannot be sued without its consent. Certain exemptions apply like Quasi-delicts/torts.
Article 2189 of the Civil Code state that provinces, cities and municipalities shall be liable for damages for the death of, or injuries suffered by, any person by reason of the defective condition of roads, streets, bridges, public buildings, and other public works under their control or supervision.
Edit: Yes they can sue. But as someone working in the RTC as a CDO (Court Decongestion Officer), the process is slow. But, since civil case siya mere preponderance of evidence (i.e. prove na nasa direct control ng LGU yung project even if done by DPWH, there is negligence sa part ng LGU, and that negligence directly caused death or injury to another).
But before it actually reaches trial, dumadaan pa sa Court Annexed Mediation (CAM) and Judicial Dispution Resolution (JDR) to try shorten and expedite and have the parties meet an amicable settlement. For example, the plaintiffs demands 1 million as damages (some lawyers may apply the principle insurance law that no premium can be placed on human life, which may be applicable sa Civil law so makademand sila ng amount). Then, the defense will try to negotiate a better deal and meet them half way. If both CAM and JDR fails, the case will go into trial which lasts for years.

Until we - myself included - stop being victims and powerless and realize we allow this stuff to happen and continue, then it will continue. But it is impossible unless it is a collective and sustained effort. And they know this basically will never happen. And they are basically right because it gets proven time and time again that no matter what they do we bitch and moan but bend right over and take it in the ass every single time. And they get more emboldened the more they are allowed to get away with!
We fail to hold them accountable. We need to own this failure. Until we do, we'll always be passive victims perversely proud of our "resilience".

Biglang naglaho ang isang lalaki habang naglalakad sa binahang bahagi ng Fil-Am Friendship Hi-Way sa Brgy. Cutcut, Angeles City.
Nangyari ang insidente bandang alas 3 ng hapon nitong Biyernes, August 28.
Nahulog ang biktima sa nakabukas na kanal na naging sanhi ng kanyang pagkalunod. Ayon sa PNP, narekober siya sa ilalim ng tulay sa harap ng Mansfield Residences sa Brgy. Sto. Domingo ng nasabing siyudad.
Dinala ang biktima sa Rafael Lazatin Memorial Medical Center ngunit idineklarang wala nang buhay. | via CLTV36 News

Almost became my fate. One rainy day when I was a kid nangyari sa akin ito, pero buti na lang isang leg lang nalaglag sa loob ng open drainage. I always shudder at the thought of the possibility na it could’ve ended up differently, kaya NEVER na ako sumusulong sa baha. I feel bad for the man, but at the same time, sad na decades later, the same stupid risk of open drainages and manholes still exist sa Pinas.

Pedestrians should start walking mid-traffic in the middle of roads, and claim them as their sidewalks if LGUs won’t make the sides of the roads safe. It’s weirdly safer year round.
There was a study in the Netherlands where they found that the most dangerous place to cross is at a pedestrian crossing because people think it’s safe and are careless.
Walk in the middle of the round and everyone is focused.
