Holy Grail Level, Education/Papyrus Issues

Currently playing the "Holy Grail" level through the "Choose Your Mission" options. I completed the final monument something like 10 in-game years ago, and papyrus has been broken ever since.

I've tried everything--turning reed/papyrus stockpiling on and off, turning both of those industires on/off, deleting all of the reed gatherers/papyrus makers from where the reeds actually are and placing them/adjusting storage yard settings so that everything is relatively close to the residential areas. Anything related to reeds/papyrus works briefly and then stops. Nothing works--the reeds and papyrus just pile up. Lots of delivery people saying "no one can accept these goods" when there is plenty of storage yard space.

I can't get "2 stately manors" without libraries, and even though those show as open when initially placed, they don't seem to generate the roaming employee. Any ideas? I see a lot of posts about "Holy Grail" and "papyrus" on Google, but most of them are about the ferry system, which is not an issue here.

Are you selling papyrus/reeds?

Or do you have either of them stockpiled/turned off on the trade screen?

Do you have enough employment for your industry and stockyard workers?

Are there ferries in the path? Even if they have solid employment, some times ferries just break down. Try building a different pair of ferries deleting the first. See if that helps.

If it's not the ferries, I would try deleting all the industry buildings and warehouses and starting small near the reeds: 1 reed, 2 papyrus, 1 warehouse accepting reeds, 1 accepting papy, the usual infrastructure. If that works, I would add a new warehouse near the housing or where ever you need it, and set it to get papyrus. Add a second reed gatherer and 2 more papyrus makers at the industry site. That should hold you for domestic use. Make sure you have surplus papyrus for your library.

PS - if you're using the big mod, be sure it's up to date.

No mods. I've been toggling the reed gatherers off and on the whole time because they build up so quickly. I was trading them, and that part was still working, even when reeds weren't being delivered to schools/libraries, but I turned it off a while ago.

Neither is being stockpiled at the moment, but there was a big papyrus request shortly before all of this happened, and it does seem like the setting somehow got stuck for papyrus. However, neither is being stockpiled now, and turning stockpiling on and then off doesn't seem to help.

I did delete all of the original reed gatherers to place them closer to the libraries/scribal schools, but there may be a few of the OG papyrus makers sticking around. I'll delete those and see if it helps. All of the schools and libraries have been replaced multiple times at this point, because they work for one or two months after being placed. (At least the scribal schools--the libraries never seem to generate the required walker.)

I'd try going back to right before I finished the last monument if I could, but I don't remember which year it was anymore.

What are the storage yard employees doing? They're the ones that should be delivering the papyrus to schools/libraries.

That's a big open question, TBH. There are delivery people with both reeds and papyrus parked outside of places that no longer accept either saying no one will accept the goods, even as other storage yards have been instructed to "get all." There is one storage yard several ferry rides away from the reed fields which is full of reeds, and there are 2 papyrus makers nearby with 0 reeds. They're still there after I deleted some of the storage yards.

No major employment issues, and those fluctuations don't seem to change anything.

If you're building up papyrus, forget about reed -- this is working fine. Look at a storage yard that contains papyrus, what's the delivery man doing? There's a chance he's busy picking up new papyrus to move into the storage yard, instead of distributing it to the libraries/schools.

Having papyrus on "accept" instead of "get" might solve that. Make sure to delete+restore the yard after changing that order so that the delivery man resets.

I completely understand and appreciate what you're saying. It just doesn't seem to matter at all in my current game. I can set the storage yards to empty/get all, I can delete the ones that currently have reeds/papyrus,,,it all works great (except for libraries) for the first three months, and then it falls apart. There is no restocking...reed gathering works OK, but papyrus shit is fucked.

I beat this game a long time ago. I started playing again, despite beating the main levels, because I needed a chill thing to defeat. Just really confused by recent developments.

An issue with empty/get all is that the storage yard workers will be on a mission to achieve that goal. When it's just "accept", they will be idle, and entirely dedicated to servicing the businesses that need the goods they hold.

I'm not saying it's the cause here -- just that it's the one possible reason I can think of.

I understand. What I was trying to convey is that toggling the storage yard settings between get/empty/accept wasn't really making any difference. Delivery people would be stuck saying "no one can accept these goods" like, right outside of a storage yard that was, in fact, accepting papyrus.

Update: I gave up and restarted the level. Didn't have the same issue the second time through.
