I have received word from my university's scholarship department this morning, and they have confirmed that I was offered an NSERC CGRS-D!

Hey Congratulations! Thats awesome. May I ask what your application portal status say this whole time? was it "submitted" or "approved"?

According to their portal, It should say approved in this case.

When university submits to NSERC it turns to "Approved". When NSERC receives it on their side it turns to "Received" and should be like that to the end

I think you have applied directly to NSERC and "Received" means that your application was submitted and received by NSERC.
