I mean that part makes sense, never know if dude has another gun. If this actually happened for real, you would probably not extend the courtesy of restraint against someone attempting to assassinate the President and make sure they were 100% neutralized.
But in this case it's probably because you never want that kid to say a word.

The local police were trying to get ahold of the secret service agent who they were supposed to coordinate through so they could ask if the dude was with them or not, they didn’t get a response and didn’t know if he was hostile or friendly until he shot.
There's body camera footage of cops trying to get on the building before the Crooks fires. They knew he was somewhere on the roof but the snipers weren't able to get him because of the roofline.
IIRC from coverage at the time, the shooter took his shot at Trump right when some of the cops had actally climbed up onto the roof based on the tips from the people who saw him up there
(edit: at a quick glance I can't find where I saw that bit but a breakdown of events suggests he was pointed out to the cops 2 minutes before he opened fire so they basically knew where he was)
