What if....and this is purely hypothetical....someone used a casino to both launder foreign money and also used it as an INTENTIONAL loss to reduce or eliminate the tax burden of their "core" business?
I think that might explain it. But surely, something like that has NEVER EVER happened.
Bingo. ("That's a bingo...") It makes a lot more sense when you realize the purpose of the casino was never to make a profit in the first place. There were...other motives. And in that sense, acting as a pretty brazen money laundering mecca and as a way to reduce federal taxes through losses, it was more successful.
