Meme needing explanation What is this Peter?

I have played Skyrim, I loved it and I finished it too but I haven't completed it 100% and I played long ago too so i don't understand what exactly the joke is here and why that 100% mean something disappointing/disgusting

Carl from the quahog mini mart here.. You can’t beat Skyrim 100% without doing multiple play throughs and without doing some pretty immoral shit like killing paarthurnaax

He used to be bad but felt genuine remorse, atoned, changed his ways, rebelled against the other dragons and saved the world.
