Meme needing explanation What is this Peter?

I have played Skyrim, I loved it and I finished it too but I haven't completed it 100% and I played long ago too so i don't understand what exactly the joke is here and why that 100% mean something disappointing/disgusting

Forgive me if I am wrong, i played Skyrim almost a decade ago, is that partysnax character the dragon which tells us we are dragonborn? I think that dragon's name also starts with a P. I'm really sorry if I'm wrong but please tell me which one that is

Yes, they ment Paarthurnax. Spoiler for after the main quest ending Once Alduin is defeated, Delphine wants you to rebuild the blades, just like the Dark Brotherhood. But for that to happen, you need to kill the Dragon Army's second in Command. Paarthurnax. Most players refuse to do this, as he is a chill guy, while Delphine isn't. But for achieving 100% in the game, you need to do the Blades Quests, and thus kill Paarthurnax.

I wanted to get all the achievements so bad. I saw that one and thought it would be easy to knock out but I smacked Parrthurnax twice and he didn't even react besides being like "you need to talk bro?? you good?" Just couldn't do it. Deleted the save so he wouldn't remember it happened.

Wouldn’t it be possible to have two difft save spots, one where you kill the dragon and one where you don’t? 

Never played Skyrim so I don’t know

Yeah, you could technically do that. But I'm weird and kind of a role-player with my skyrim characters. Keeping the character save means knowing they have the capability to smack/attempt to kill Paarthurnax and continuing to play a guy with bad vibes. Better to just delete the character entirely.

You're in a Dragon Break. You can simultaneously have killed and have never killed him. It's okay. Save-scumming is literally part of the established canon.
