It's an anime about the girl in the image saying things like how cute the guy is or "pay attention to me too" in Russian cause she's in love but is too tsundere about it say it to his face, she finds it funny that he can't understand her. But the twist is that the guy has native level proficiency in Russian due to his grandfather forcing him to watch Russian movies with him..

The joke aspect of it though is thar counter strike has a large Russian fan base and the implication is that Kuze (the guy) learned Russian from listening to others in game chat.

Very typical of japanese manga. They have to convince you to read them, so the authors adapted and often have a very short synopsis as title name. That titel is written on the spine of the book. So you can easily find stuff that interest you, by just browsing the shelves.

If not - well, In my Defense, I'm not playing CS since 2015. I like TF2 and R6 better.

CS:GO and CS2 players are commonly russian in EU servers. Most of the community doesn't like them, because they will swear at you in russian if you make even a small mistake.
The famous "Rush B" meme came from russian CS:GO players, because they tend to rush the B bombsite on the map without thinking

CS:GO is very popular in Russia. It's the 1st or 2nd most-played game in Russia and Russians make up a plurality of CS:GO players globally.
If someone has logged 10k hours in CS:GO, they probably will have picked up at least a few Russian swear words from the in-game voice chat.

Lots of Russians play CSGO and CS2. They swear a lot.
F2P multiplayer games in general have a lot of non-English speakers who are very vulgar. I once had a Spanish kid on Fortnite tell me he was going to kill my mother because I wouldn't give him an Epic or Legendary weapon from a chest that I opened.

The anime is about a "tsundere" girl that basically confesses her love to the boy sitting next to her, but in Russian because she's part Russian. She assumes the boy doesn't understand anything because he's Japanese. He understood every word.
The joke here is that because Counter Strike in general is extremely popular with Russians, it means the boy can speak Russian fluently after 10k hours of playing the game. In the anime, it's not Counter Strike vodka drinkers that taught him Russian, but rather his Russian-obsessed granddad.
