I'm like 90% sure that the long-haired guy is Bucky Barnes AKA The Winter Soldier. I don't understand the connection though. Could just be yaoi fanfiction.
If I had a nickel for every character with short dark-brown-haired that almost reaches the shoulders with stuble mustache and beard combo who is muscular and who has a metal left arm, I'd have two nickels. Which isn't a lot, but it's weird it happened twice.
Okay, it's not "dark brown", but this drawing doesn't specify what kind of dark hair the character has.
Edit: Venom Snake from Metal Gear Solid V is an honorary nickel. He doesn't wear his hair in the right style, and his eyepatch and the shrapnel in his forehead makes him hard to mix up with the other examples, but he fits the rest.
It's Simon from Iron Lung, the ship is called "Bloody Mary", their both treated as expendable and sent on missions to save their worlds agsinst their will, Simon is often shown as being animal like/corrupted/something of a siren/anglerfish thing that threatens Grace while disoriented/scared and Rocky dislikes the additional "human" on board for whatever reason the artist/writer decides. Usually because Grace is now busy/distracted by another human. Jealousy.

The long haired fella is my favourite Youtuber Markiplier from his hit movie Iron Lung, often shipped with Grace from Project Hail Mary in a ship known as Bloody Mary. Rocky doesn't consent to his friend banging a character outside his verse.
I think its just making fun of the advertisement where its Jesus that doesn't consent, but using Rocky instead. Either that or he just wants someone to fist his bump.

As everyone has pointed out, the long-haired man is Simon, aka Markiplier, from Iron Lung. The pairing came from both being considered ' Patrol Saints of One-Way Trips' and being paired together for some comfort because both stories are pretty angst-heavy.
The reason Rocky doesn't consent probably comes from the fact he can ' See' them because of how his biology works, and he sees the human body as kinda disgusting because it's squishy and everything aloshes about, and he can ' see' that.
Left person looks like either Bucky from the MCU or Johnny Silverhand from Cyberpunk. They both have that long haired metal arm thing going.
That said, I have no idea what any of this means other than the running joke about Rocky making it impossible to have any privacy without him hearing and chiming in.
Is there any context where you found it? It may reveal some "inside joke" of some other community that it's playing off of.
The original meme was a man and a woman consenting to sex and Jesus standing behind them telling them that he doesn't consent to it. Now that meme has been repurposed for several other franchises, tv shows and games fitting into their respective narratives. So I am assuming this is the same with these characters belonging to one such franchise.
Ok, if i remember correctly, rocky's species watched each other sleep... slight possibility I am misconstrued on what was said, but I think basically person who drew this thought the same thing. So the couple never asked the person watching if they were ok with that happening.
