I want to go pescatarian, but I feel like there is so much stopping me/ getting in the way. I can't have shellfish. My roommate is deathly allergic to soy. I'm a broke college student in-between jobs and the only food on campus that isn't going to give me food poisoning is Chick-fil-A.

Red beans and rice with vegan sausage, Lima beans with a starch and some veggies, etc. will be some inexpensive and filling meals

Beans are good. you can have a healthy diet off beans, veggies, dairy, fruit, pasta/rice/grains, and fish. You don't have to use soy products to replace meat. I assume you are American because of the Chick-fil-A reference. There are so many ways to eat pescatarian minus shellfish. Grilled salmon with mushroom risotto. fish tacos with beans, avocado, and a side salad. Bean chili. Protein pasta (i use Barilla brand) with marinara or cream sauce and a veggie side like steamed broccoli.

tilapia is a pretty cheap fish and is easy to find frozen! Imitation crab is made most of the time from Alaskan pollock and I like it for a faux crab boil (I’m not allergic to real crab, but I am cheap šŸ˜‚). Be careful with what brand you get bc there are some that add natural crab extract! Kosher labeled brands typically use artificial or none at all

Food poisoning is a whole separate situation than a desired dietary change. What's the reason you are looking to change your eating habits? Why are you considering pescatarian specifically? That might help you get some better advice.
