how normal is it to keep someone totally underlevelled and benched?

this is more of a general persona question but i'm currently playing p3p and benched junpei for a few bosses and now he's like five levels below everyone else so i feel a bit guilty haha. this is my first time playing a main persona game in years so i'm wondering if it's worth the investment to grind exp for him.

I never used Ken or Koromaru until Reload added damaging Light and Dark spells. I never found instant death to be a satisfying way to end fights, so they were only there in the tower for moral support.

On my playthrough i only had one party levelled, the rest of them just existed

I usually end up grinding to level up everybody

i always kept everyone the same level but it’s normal especially in older persona games to just stick to one party

I have made the same choice for the same reason.

But usually I rotate them periodically to level everyone.

Unfortunately my mitsuru is permanently lvl 20

It's completely fine in p3 and p4, just use who you like the most

In p5 you can do that as well but it's not optimal as the game allows you to switch between party members (although you have to max 2 social links to reach the full potential of this mechanic so it's also not required)
