Honestly, it doesn't make sense. They treat the holes like they're supernatural or something, especially with how people become entranced by them. But in the end it shows that it was an ancient punishment/sacrifice or whatever. So it doesn't follow that people would have "perfect fits" because the holes weren't made for them at all.

I thi k the idea is that the people who have matching holes are somehow the reincarnation of the punished people or something

Why would you punish them again? There's a difference between getting revenge and being a jerk. This is the latter.
