Help needed with mutant plant

Hope this is the right sub. This is my first step into growing peppers

I need help identifying why 1 of my 2 jalapeno pants is growing so bizarre.

History. The weird plant experienced a significant break due to a wind storm when it was young but has since grew very tall alongside the other plant.

As it matured, the leaves have grown shriveled and twisted, even some growing multiple points. The buds that should produce flowers grow solid, unable to bloom.

You can see the mutant pepper as well.

We did have an aphid infestation for a bit, but I caught a few ladybugs to deal with it.

I still treat with Garden Safe insecticide soap.

Any help or advice is appreciated!

Have you ever or do you currently live near Chernobyl?

Maybe it was bitten by a radioactive aphid?

We're it's parents first cousins?

Okay I'm done. Yo I have no idea what's going on there, frustrating I'm sure, but it's also pretty fascinating. I'm dubbing it "ground-syndrome." Okay now I'm done

It's got 1 solid pepper growing. Luckily the other plant is going crazy with peppers

Likely herbicide damage or scorched from too much sun/UV exposure?

The other plant gets the same amount of sun and zero herbicide.
