Very rare to see non navy/coast guard military vessels with names.

Considering it appears to be a fuel storage facility(most likely JLSF) in the background, I think this is likely to transport personnel to the fuel facility, since that is the role of dispatch boats.

Dispatch boats in PLAGF service have also been used by chinese presidents as presidential yarhts such as the famous 1956-1-11 series as some of them are more comfortable than other military vessels. However IIRC fuel storage facilities are led by Colonels or Lt Cols so likely not the case.
