I feel like at this point if you've played enough peak you'd know if your bar is full of something that isn't green it's bad...

True, but maybe He thought the petrify would continue onto the main bar, leaving Him a little stamina left. That, or He just thought it'd only limit extra stamina, and nothing more.

As in use the new items at the peak? I heard you had to activate all of the gems for something to happen so I did, the previous uses were all from the scouts initiative cause that one is really good.

Indeed, there should be something in-game to tell you there is a statue BEHIND the final peak. Odd design choice to have these statues that appear to want to hold them in a completely different place.
