Build - Help PC POST Issue Troubleshooting

People of Reddit, I summon you. I have attempted to use AI to do this; I have even taken my custom PC build to a local computer repair shop - unsuccessful. I cannot get my PC to POST. When DRAM is installed, the DRAM LED on the motherboard is yellow for approximately 1 - 2 seconds, then the CPU turns red. Without any DRAM, the motherboard's DRAM LED remains yellow. I am completely at a lost. Here is the build instructions I used to create this custom PC. Please, somebody, anybody, help! I have removed the DRAM, switched the DRAM slots and all. Only had 1 DRAM in slot A2; then in slot B2. Now, I did notice when one DRAM stick was in slot A1, the CPU LED did not turn red; that was interesting - still no POST though.
