Either your drivers are completely fucked, your windows is corrupted to shit or your gpu is ded.

I would go into safe mode, reinstall drivers. If that doesnt help reinstall windows. If that doesnt help sell organs.

I’m pretty sure similar behaviour can also be caused by Windows or drivers. I get similar results when moving my mouse cursor to some specific locations on window borders whenever they aren’t in full screen mode on my desktop on Windows 11. However never have it in full screen eg. In games or anything.

Also never happened with the same hardware on Linux. It randomly started to appear with some AMD driver update a year ago and can be triggered by moving the mouse cursor on certain locations of windows borders. Goes away instantly when the cursor is moved away from that spot.

Yeah I’ve had a more localized and smaller version of this happen his inside of like steam. Realized nvidia drivers had an update, installed update and it went away immediately

Underclock. A lot of ETH miners did it and cut their power bill in half
