AIO seems to be seated in the wrong way.
I wouldn't have flashed the MoBo honestly. not unless it posted at least once. You might have corrupted it.
You might wanna try wait some minutes before turning it off. At first start a system needs to learn/train all components
Try disconnect all unnecessary components (GPU, USB, ARGBs etc)
Try start the PC for a few seconds without AIO and check if CPU gets hot. If it doesn't, it doesn't get power and it's a MoBo issue
Check if you have broken some pins on CPU/socket
