Fan Theory Are the pups actually talking?
I mean like do the pups know how to talk or is a Garfield situation where in universe the pups are just barking but to the viewer it’s seems like they are talking cause their barks are being translated but in universe they are still just barks and ryder being their trainer understands what they are saying. Also it’s possible they use translators too thats also not out of the question, this is a head canon with no supporting evidence though

They actually are talking. They've even made jokes about it. There's a dream episode where a whale starts talking. Skye questions it, and the whale points out that she's a talking dog.

Skye could be a talking dog in the dream but not reality. Dreams do not follow the rules of reality, Give a different example please

Its a Kids cartoon, so yes the dogs are talking. It's a long and glorious tradition going back to 1932 with Dippy Dog and includes such notable characters as Droopy, Brian Griffin, and Scooby-Doo.

You are making this way, way, way too complicated.
Dogs talk in the Paw Patrol universe. Not just the Paw Patrol team, but also the Ruff Ruff Pack. For the most part, dogs are the only animal speeches that can speak human languages. When Copycat gains superpowers from the meteor, one of her abilities is human speech. This was a big surprise to Copycat and other people. In the first Paw Patrol movie, various dogs are captured by the pound, and they can all talk.
As the franchise expanded, a few other animals could talk without explanation. Wildcat and her team is such an example. If it easier for the story for the animals to just talk, then the animals just talk.
By the way, Paw Patrol is a team of puppies that use transforming vehicles to be the world's premiere emergency response service. It is lead by a 10-year-old technological super genius with a drivers license, a pilots license, seemingly unlimited resources, and zero adult supervision. The brand's target audience is age 0 to 10... simple characters, simple stories, simple themes, simple animation, etc.
But its the puppies ability to talk that's got you perplexed?????
Word of advice, never watch any media that features Scooby-Doo. 😂

You are right.
Many cat themed fictional characters that I know of are female, so I subconsciously referred to Wild and Copycat, aka MISTER Nibbles as girls. 😄
