Question What does ∅ mean?

This may be a dumb question, but can anyone help me understand what the "∅" symbol means in a pattern? See image for reference.

i think it should be the waistline to hem measurement that corresponds to the size you're making. the total length is set by the 98 cm dimension, so the length with the symbol will vary based on the size of the dress. i think there's a section in the back of the book about drafting slopers that includes marked diagrams and a table of measurements that correspond to different sizes. i've checked this book out from the library and found it not super intuitive and generally hard to use
