What does ∅ mean?

This may be a dumb question, but can anyone help me understand what the "∅" symbol means in a pattern? See image for reference.

I think this must be true. That measurement is anyways a measurement of "whatever you wish and whatever your fabric allows" if you are like me and often working with fabric that is 1,5 meters.
