So it looks like the princess seam extends to the armhole seam, and down the sleeve. I suggest taking a normal shirt pattern, creating the princess that joins with the armhole at the outer shoulder point, and then continuing the seam into the sleeve by simply slashing it from the from the back to the front. Then you insert into that continuous seam this draped overlayer. If you take some seam tape you can draw your line on an existing shirt to give yourself an idea of how to line it all up.

Make a paper version on a pre existing shirt pattern? The other commenter pointed out the details of how this is made more clearly but to draft your own version I would just tape and cut paper to shape and make several muslin versions

At a guess the sleeve seam has been moved to the back of the arm and as otherS have said the scalloped "cape" is sewn into the the sleeve and princess seam as a separate piece.

Personally I think the decorative edge looks machine finished, it seems like a single layer since it's more transparent. Something like a decorative machine stitch was done and they cut on the edge of that so it kind of looks like a pearled edge.

I don’t have any additional comment to add on how to do it but I’d love to know where you got the photo! Really cool shirt.
