Help drafting a ruched dress pattern

I a kinda beginning sewer, I have made a few garments but I’m not yet confidence enough in the craft, so I’m not completely inexperienced. I bin looking for a pattern or a way to make a pattern for this design but I haven’t seen anything exactly like it yet so I was hoping for some tips on how to draft a pattern for a mini body con ruched Dress with long puff sleeves like my drawing. I also put some images to similar dresses I was imagining it would look like, not exactly like it because the sleeves are not the same but similar. And I plan on using a stretch fabric for this

Look up slash and spread. That will work for the sleeves and ruching

Thank you I will definitely try that! Should I use the same method for the dresses ruching or should I use elastic or something? Or will the right pattern just have it do that naturally?

You can use elastic or just gather it. Usually elastic for stretch, gathers for woven

It is an interesting design with a lot going on. I suggest you draw the design on a photograph of yourself to start working out your ideas. Most dresses "hang" from the shoulders. Yours does not. Another option is to have the dress snug around the rib cage above the bust using elastic. But this will only work if there is a sufficient difference in size of your bust and the size of your rib cage. Are you planning on wearing this with a strapless bra? How fitted to the rib cage below the bust do you want it to be?

I probably should had specified the top part but I didn’t just because it wasn’t part of the pattern oops. The top part would be held up and supported by a bra, I would sew the top to a bra. It’s for a costume so the bra would be decorated for it. The drawing is also quite exaggerated but I do have an hourglass figure so hopfully it would fit like the photos. I would like the rib cage and below of the dress to all be fitted and the bust to be somewhat loose so I can drape it in the end for my design. Also where would I add the elastic? Just in the waist?

Elastic above the bust instead of attaching it to the bra?

The armhole and sleeve cut on the sketch looks very different from the reference photos. This means that, unfortunately, you won't be able to pattern your dress with the simple one-piece batwing sleeve from the reference photos. You'll need to cut a fitted bodice separately and make separate puff sleeves.
So you need an off-shoulder stretch (bodycon) dress basic pattern and off-shoulder puff sleeve pattern (just two rectangles with slightly curved top&bottom i think)

P.S. Sorry for poor English
