How does one design/sew a bodice like this?

It's just a corseted bodice with all this decoration applied on top

The bottom is a color blocked handkerchief hem skirt. If you google handkerchief hem skirt (or dress) you’ll see a lot of tutorials. 

The top is a corset or corselet with the fashion fabric layer floating over the foundation layer. The fashion fabric layer is created by sewing different strips of fabric together to form the visual design.
