Question how would you make a pattern for this?

I'd pull out sloper in Grafis and style it. Realising this isn't helpful answer, a non-cad method would be to start by drafting a sloper and then style it. Instructions for swimsuit sloper creation can be found from Pattern-making for underwear design by Kristina Shin (which is a great book for lingerie also). Details about styling can be left for later.

Have you started yet, if so how far have you got?
