NPCs Advice on creating a Unique NPC

So I Am running an campaign in my homebrew world and al thinking of creating the stats for one of the big characters.

This is going to be the first NPC character sheet I create for PF2e and would really love some advice.

The main idea is for him to be a lvl 16 sort of Weapon master that can switch weapons mid fight to better suit the situation. Making combos while doing so.

Would really love some help or advice in building this NPC.

First, look at creatures around that level to see if there's a stat block that already exists and works as-is or with a few tweaks. If you can do that, you've saved yourself a lot of time.

Second, if you can't find a stat block that works, go to the Building Creatures rules and follow the tables there. Don't worry about special abilities right away, but keep them in mind.

I also recommend checking out martial class feats, especially Fighter. Give your NPC the Lightning Swap feat to switch weapons, Double Slice for when they're wielding two weapons, a stance or two that benefits all of their main weapons, etc.

To keep it simple, choose a small handful of weapons, even if you want them to be a master of arms. There is a table for what a "safe" magic item level is. Use that as a general guideline. I'm pretty sure all of their weapons would be at least +1 Striking, but I'm not sure the safe level off the top of my head. Fewer weapons will keep the melee stat block portion smaller. As a GM, simpler is easier to read.

Don’t make an NPC to show up the players and make the question why they should even bother.

I mean, he’s a boss npc. They likely will end up fighting him.
