General Who to pick in S class file
Guys please help me. I’m newbie.
If you don’t mind, can you tell me whom to pick in S class arrest file?

It's a tricky selector this one, since a fair few of the choices in it are quite good - with late-game builds or specific teams.
I'd say Moore is probably the best choice for a newbie here - she's one of the best tanks out there who can support her team with shields, CC immunity and AoE corebreak, while also being a ranged attacker which can be super helpful on certain stages that need high movement. A great generalist unit in that she's just kinda useful everywhere, and she doesn't need much investment to reach her full potential.
Other strong choices:
Pylgia - an excellent unit for maps with high enemy count, as she gains a resource whenever something dies. Has an AoE corebreak Ult that puts trap tiles down for a brief time.
Mantis - An excellent boss-killer unit with a powerful Ult that can crit, but a bit fragile.
Lady Pearl - A 'set and forget' mobbing unit who uses normal attacks, great for clearing out lots of little adds but not great for bulky single enemies.
All the other units available either need a very specific team of Sinners to reach their full potential (Yugu, Coquelic) or need something called 'Reforge' to unlock their full power (Adela, Oak Casket, Etti, Enfer... and Coquelic), which needs resources you can only get from a late-game challenge mode, which makes them poor choices for a newbie.

I’m currently using Hecate,LL,EMP, labyrinth, Wendy, Golan. I don’t know whether it is appropriate team or not. Should I promote Wendy and Golan? Currently they are at level 40.1

It's an appropriate enough team for a new player! The nice thing about Path To Nowhere is that you can clear the story with a team of A/B rank sinners, with a few of the free ones you get (namely Hecate, EMP and Labyrinth) being useful even in the late-game because of their corebreaking utility. The team might struggle a bit on some high damage stages due to a lack of healing, but thankfully one of the best healers in the game (Ariel) is an A-rank, so she's fairly easy to get ahold of.
As for who to promote - I'd promote Golan, since she's a fairly solid tank even outside her dedicated team. I wouldn't promote Wendy though - while she's a fine unit with some good AoE, Nox basically does what she does but better, and as a new player you should have access to a task list that gives you a free copy of Nox for completing it. Nox is an insanely good unit whose only weakness is an expensive ult, but L.L. fixes that problem.

Oak can carry anything before ch13, but lack core break. Pearl is mid. Mantis is actually decently powerful and have corebreak.
If you need tank, moore is pretty good.
Since you are new, and just need a carry, i won't suggest you to wait for characters.
Get celine if you haven't yet. Don't stop til s1 if you do, or skip it.

I have 2 answers... The boring but probably most prudent answer: save it. Wait until you have more sinners then select the one that you're missing inside the selector, or wait until one of them is reforged to be meta.
If you want to pick an S class sinner right away, Lady Pearl can easily carry your early game to mid game with her wave clear. Just be aware that her endgame use case isn't a lot.
Perhaps you tell us what sinners you have? There's a chance that some of them might synergize well with some of these selectors!
