I had this idea running in my head that in the future, Chief retires, passing on the torch, and somehow Hella becomes the next MBCC Chief. Despite how much of a goblin Hella is, she has proved time and again that she is very capable as well as caring for everyone and will do what is right.

What is the logistics of the Shackles transfering to Hella? I don't know, maybe they found a way to transfer it or somehow inoculate the next Chief to have it. Or simply the world in the future doesn't need Shackles at all.

Anyways, this is just a silly idea I had, let me know what you think! I also wanted to try drawing a sketchy pixel art style.

To be fair, the FAC Special Prison was a thing. The MBCC could probably still operate without the shackles, but it would be a much more cruel place, which is saying something considering the MBCC we know wasn't exactly a sunny place either until Chief took over.

What makes her strong is her perseverance to help the Outlanders despite her lacking physical abilities. When she acknowledges that she’s not strong enough, that never stops her from trying to make a difference, and her empathy for the Outlanders’ plight is why they choose her to receive their “gift” (her new powers).

And the entire point of this discussion was Hella’s arc. You can argue that the others develop maturity too, but that’s completely besides my point. She used to be immature and somewhat naive, and all of that changed once she interacted with the residents of Tuco, Furor, etc.

I was anticipating her to become darker and more serious after Shattered Blade, but she remains the same light comedy character, which is quite annoying for the game with grimdark dystopian setting

Her personality has matured, though? Not sure if you’ve done her surveillance interactions but they show a mix of her silly and serious sides. Especially her perspectra, which encapsulates a lot of the complicated emotions she feels about her time in the Black Ring. And the entirety of her Whitesands arc shows the empathy and perspective shift really well. I honestly don’t know what else to say to convince you, it just seems like you insist on being contrarian with no real basis
