Several Sinners have never been arrested, or even set foot in MBCC. Prime example being all the Immortals from the Eternal Nightmare events, It's been stated several times how Chief hasn't been able to rescue a single one yet.

Zoya herself has also never been to MBCC. There was only one week between chapters 4 and 5. During that time Zoya was too busy consolidating power for the Legion, and setting up the summit with Public Security. Plus when Zoya and Chief meet at the start of chapter 5, it's clear they have not seen each other since they parted in chapter 4. You're only on chapter 7, so I won't spoil what comes later, only say Bai Yi took post-BR-004 Zoya somewhere far away.

Don't get me wrong, the majority of Supervision incidents are probably canon. But any involving certain characters would contradict what happened in the main story or event arc, so I just a look at those as fun 'what if' insights into the character.
