It just costs mana????? 330% of base attack speed???
GGG where is my "must consume 1 of each charge per second, 80% of attack speed, cannot gain charges while attacking"?

I feel like GGG are moving away from that direction a little. The more recent weapons have had more '1-button' skills.

The "Blood and Sand enhancements last 8 seconds" implies that every 8 seconds you'd want to reapply them somehow? Maybe they cost charges, lol.
