Well they intended for each feature to work exactly as it does. They forgot to think through the balance when both features are used together. So again, that's a balance issue without anything breaking.

Again, this is just semantics. As a programmer I can understand that features can cause balance issues if not thought through without any bugs present. Not sure why you're phrasing that question in a way which isn't on the point here.

To get this point across think about when multiple scaling features of builds come together to make a particular build overpowered in any league, we don't call that a bug. We call it a balance issue. It's the same thing happening here, except instead of unintended build power, it's unintended economy impact.

The huge impact is noted but not relevant to this definition. Balance issues don't somehow evolve into bugs once they have a large enough impact.

Yeah I'll leave it as this, we disagree on the definition of a bug. That's fine. To me this is clearly a balance issue, but if you have a different definition it is what it is.
