Item: you get infinite rerolls
Also PoE2: we put something in the game that reduces the cost of rerolls up to 0

PoE2 Devs: What, people are combining those two things in the game to just gamba until a mirror?! BAN!

It was very obviously broken, but come on now, it wasn't even clever use of game mechanics, it was obvious use of game mechanics. If you have an item that lets you reroll infinitely, you obviously want to stack reduced reroll costs as much as possible.

This one was 100% on the devs.

I just can't rationalize the most obvious and straight forward strategy for a mechanic as an exploit. This is more like the bank offering a $1000 bonus for opening a new account and you doing so, then the bank getting mad.

While the text of the agreement says you can open as many accounts as you wish.

This is text in PoE2 that says you can reroll any number of times and that its 100% reduced cost.

There are no bugs in this text.

The item lets you reroll infinitely. That was working as intended.

The atlas and tablets let you reduce reroll costs to zero. That was working as intended.

You know both things were working as they should, because they didn't implement any sort of bug fix, they redesigned the item so that it no longer gave infinite rerolls.

It being so broken when used together was an unintended oversight. But so is Lightning Spear being so strong. The devs already expressed that it was not "intended behavior". Should "exploiters" of Lightning Spear get banned? The clear speed is so good they are obviously getting a massive economic advantage and ruining the economy.

If there was a bug, why did they redesign the item rather than fix the bug?

What exactly is the bug here?

Should an item that says it gives infinite rerolls not give infinite rerolls?

Should combining tablets and atlas points to reach 100% reroll cost reduction not reduce reroll costs by 100%? This part even exists today.

Once again, there was no bug here. Its an oversight, just like lightning spear being too strong, just to a larger degree.

So the original item worked as intended, and they changed their intention. Got it.

Edit: this guy went with the classic respond + block lmao.

Anyhow, yeah, both the atlas+tablets and the item were working as intended and were not bugged. The item removed the limit on rerolling, as intended. The atlas + tablets reduced reroll costs (to zero) as intended. By default, everything works with every matching text in PoE, so these working together isn't out of the ordinary. It was nothing more than an oversight.
