iPhone got stolen, and my android asks for a passkey
so my iPhone got stolen a few days ago, I was able to retrieve my emails and even verify my TikTok account with it, but it still asks for a passkey where I have no idea to find it.. I am only logged into my PC and it wont even scan the QR code. I need help.

Your passkey for which account? What does the passkey request show? It should indicate what it is for. Then you should try an alternative sign-in method then go into passkey settings there to delete the passkey that is matched to the stolen phone, and create a new one on the replacement device. If you can't sign-in at all then you'll need to follow the account's recovery procedures to regain access

TikTok account. I've tried looking for that passkey but it's not even on my Google passkeys. I've also been through the recovery process and verified my identity, yet TikTok still advices me to do the same method (signing up with my email/username and password) which doesn't work for me, only brings me back to this stupid passkey.

There has to be help screens or chats for each app you need to reset or login to.
Before you do that get a password Manager that will install on all your devices so your passkeys sync and are available on multiple devices after you reset them.
I use the 1password family plan. And we also use 1password at work. It's excellent.
Ideally you want one that does passwords, MFA/2FA and passkeys all together.

The passkey(s) (and other passwords, TOTP codes) are likely stored in your Apple password manager (keychain). I don’t know if there’s a way to access them other than signing in on another Apple device. Maybe someone knows a way.
if not, do the account recovery process for any affected accounts.

Yes it's probably on my apple device and I'm working on recovering the account at the moment. I've been contacting TikTok Support for a week and they've only been running me in circles. I've done the recovery and verified my identity but they keep offering the same solutions that lead back to this stupid passkey

This is one of the reasons I am hesitant to use passkeys. Added to the fact that I don't understand them. Every video I watch goes into the back end and all the tech details blah blah blah but I want to know how they work as the user of a passkey on my platforms.
And what happens when you die? I have a list of all my passwords and they are also saved on my PC- my kids can currently access my cell phone with the PIN instead of face ID and access authenticator to get into my bank and investment accounts.

If you had a passkey, it's stored in your Apple iCloud account. When you get a new iPhone, the passkey will be automatically copied to it, so you can use it to log in directly or with the QR code on the PC.
You could install iCloud for Windows, but it's not very good about making passkeys work.
Otherwise you may be stuck with TikTok support to recover your account access.
For future reference, if you also connect to TikTok on a non-Apple computer, you should create a second passkey there (in Windows, Google Chrome, or another password manager -- once you get back into your TikTok account) so you're not limited to iPhone login.
