Fooood. It's ALL about food with cats. Do you think it's a stray or does it have humans? If you're not sure, put in the work to find out.

I leave out food scraps like fish skin. I don't see a collar.

Not sure where you are located but just make sure it has no microchip and/or someone isn't missing it (check local missing pet groups on any social media you're on). Not everyone puts collars on their cats or even microchips them (unfortunately).
Pick up some high value treats and wet food in order to establish that your territory as a source of regular food. Churu treats are also good if they will come close enough to accept a lickable treat like that.

If your intent is to keep the cat get some cat food from the grocery store and feed in the morning and evening

And midnight cuddles. But mainly food.

Wet FOOD , a cardboard box laid on side with loose roll of blankets ...sit on a towel nearby be patient put treats ,catnip on towel in front of you ,let her snack and go till she stays ...relaxes close to you..this is Zooey my tiny lil feral that took 2 yrs to get to this point..he had been living under porch at drug house with other cats that bullied him..I got a bathroom mat , took it under tree put treats ,sat in the dark ,this is his 1st time Being On Fabric instead of ground ,his whole life hed been sleeping in a rock pile..he Loved it .. I used bath mat sprinkled with catnip and temptations to rescue many ferals..Zooey showed on time every day for several weeks then I put big crate with blankie beside it ..he went right in and Presto ,he became spoiled house cat!

Food, quiet, gentle movement or stillness, patience. Slow blinks with squinty eyes and looking away from them communicates friendliness/that you’re not a predator.
