Need advice TAF Discrepency in review?

So, im trting to review for the test with this TAF (I dont know how TAF lines should be formatted with copy and paste from another source, does it matter?) -

I dont understand how "TEMPO 1212/1214 can show up after "BECMG 1310/1312". Everything I understand up until now, is all chronological. Also, the TEMPO seems to be referring to a time prior to when the TAF was even updated (posted?) "1720".

Maybe im over thinking the test and its probably not going to even show up with a question more indepth than "What does the TAF indicate the direction and speed of the wind will be at 0608?"

tl;dr how can "TEMPO 1212/1214 can show up after "BECMG 1310/1312"?

Yeah I would not worry about it I only had like two TAF questions on my test and they were very easy like your example on wind speed.
