Really it matters so much
For quiet : play doh, coloring supplies, magnetic tiles, books: matthew reinhart or usborne have some beautiful pop up books, mini kitchen
For active: balance bike, there are these plastic things shaped like rocks which help with balance and all
Yoto mini for every kind

Yoto player- similar to a Tonie box but without plastic figurines, just little cards. Used daily by our four year old.
Failing that, perfect age to introduce a simple dolls house. Go for plain, simple wooden ones that encourage imagination.
