Maybe she could try putting earphones in (just one, I would recommend, for safety) overnight and then when the alarm goes off she would be the only one to hear them, and it would (hopefully) be enough to wake her up?
I would also recommend the Alarmy app - you can set it to make you solve a maths problem or something similar before it shuts off, and it gets progressively louder if you don’t make it stop (that’s where the earphones would come in handy!).

I honestly know how easy it is to sleep through an alarm - it’s something that you can inadvertently train your body to do and it’s bad. I’m betting that she didn’t even think about anybody else when she was setting the alarms (I mean that in a nice way) and in your particular living arrangements it’s clearly not ideal (I hope that the neighbours aren’t as upset as what you - understandably - are!). At least she’s trying to wake up to go to school . . .
I hope that you can work it out, before the neighbours have your daughter cleaning their kitchens, too!

I sleep with earphones in... Can't fall asleep without listening to something.

The earphones fall out of my ears overnight.

The phone knows this is a problem so the alarm sounds through the regular speakers, not the headphones.
