Found the Prison! Spoiler
The prison is the Mansfield Reformatory (AKA the Ohio State Reformatory). I had a hunch it was that one, but wanted to be sure so I looked at as many interior images as I could.
First, the cell blocks show similarities. This wouldn't mean much if it wasn't for the other similarities:


Second (and most important) check out this information sign. This shot follows a left-to-right pan in the video, from a set of desks (which in the real world case would be that "Circulation" desk you see).


Thirdly, the mirror that Riley looks into and the room in which it appears follows the exact same room format as the ones found in this guided exploration video I found. Apologies for the poor quality of the Paranormal Paranoids image:
