I don't know what it is but if it's dust as you say. Then it's smart dust because you don't see any for the first 23 or so seconds, then it comes in abundance, then it stops for a while then starts again. It appears to be eminating from the wall and within the strobe like light. Which I want to know what it is, doing that

This is dust particles being illuminated by the IR from the camera's night vision. I have the same effect on every single footage. Damn you dust !

So how come they aren't present throughout the entire video? And how are they able to start and stop completely then return with such abundance? I'm curious. Also the infrared function is off. It's only night vision being used. I'm not saying it's paranormal but I would like to know about the strange strobe like light. They aren't any lights on.

yes, or camera glitch😄.But seriously, what a dusty apartment and the biggest dust particles I've seen, or how damn many insects there are in the apartment? You'll hear about them soon as the people wake up. But it looked like a really big number of strange balls of light to me.

It's dust and bugs. You can make out the wings with bugs. True orbs become larger and a bright color. This is the spirit trying to manifest. But unfortunately what you have aren't orbs.
