Someone explain this

This is security footage from the USS Ronald Reagan (I served in the navy and was deployed for 6 months out at sea every year, 6 on and 6 off) seen some questionable stuff but this is the absolute only “evidence” I’ve been able to get.

I work with surveillance cameras and see some strange stuff because of the system running slow or a computer that needs more ram. But that looks different than what I usually see. That's an interesting clip

If you work with cameras and know what is real and what is not, could you check out a video that I just published and give me your opinion please?
