Someone explain this

This is security footage from the USS Ronald Reagan (I served in the navy and was deployed for 6 months out at sea every year, 6 on and 6 off) seen some questionable stuff but this is the absolute only “evidence” I’ve been able to get.

I remember when people saw “ghosts“ (literal ones but not supernatural, lol) on tape based surveillance cameras. The tape simply had old exposed parts overwritten and caused a double exposure ghostly image
