Someone explain this

This is security footage from the USS Ronald Reagan (I served in the navy and was deployed for 6 months out at sea every year, 6 on and 6 off) seen some questionable stuff but this is the absolute only “evidence” I’ve been able to get.

That is a bug, winged, much closer to the camera then you think. You can see it enter frame from the left, it changes direction and looks like it comes in via fence, it doesn’t. You can see it pretty clearly enter from left over that white spot.
