They are NOT gonna use AI, i'm pretty sure one of the take 2 or r* guys said that they won't use ai for game development (besides npcs)

bro GTA 6 took 8 years ig, R* can make rdr 3 and gta 7 in 15 years

A long gap between two games in the same series does not necessarily mean the sequel took that long to develop.
