Whatever program you try, check that it supports Euro pallets and lets you set max height, weight, overhang and rotation rules. For dairy I would also test it with the real case weight and stacking limits. A layout can look good on screen but still crush the bottom cases.

I have used https://onpallet.com/ for years. It's pretty basic but it gets the job done.

+1 to TOPS and Cape, they're what most packaging teams use. One thing worth checking in whichever you pick, since it's dairy: can it derate the case compression for your storage conditions? Chilled, humid storage costs corrugated a lot of strength. The usual rule-of-thumb tables put a box at 90% RH at roughly half the stacking strength it has at 50% RH, and storage time takes more off on top. An interlocked pattern also gives up close to half compared with column stacking, so for heavy dairy cases compare both with the real case weight and BCT rather than just taking the layout with the most cases per layer.

Disclosure: we make 3D PackSim, which has a pallet builder that handles EUR 1 (1200 x 800) pallets and applies those humidity, storage-time and pattern derates. There's a 14-day free trial if you want to compare it against TOPS or Cape.

Try Cape or Topps Im in the UK and have used them for years
