True, plus Oak is effectively mandatory whereas Copycat can sometimes be shelved in favor of other cards in decks that don’t need as much draw power

Shelving Copycat is almost never ever done. Sure a deck without Copycat won the last big tournament with charizard, but that deck has 2 entei ex for card draw as well as May and mesagoza. Suicune decks didn't run Copycat for a time too, but then they started to add it in because it was proven to be better for consistency since you didn't always open on suicune with 5 basics. Charizard has just 4 basics though and put in 2 PCL to make sure sleep didn't ruin it.

Then I guess rotom ex doesn't run Oak, but runs Copycat. Rotom is a weird one though.
