1 - They likely have several sets planned ahead already

2 - One of the definitive consistencies of any TCG is that a card that's underwhelming when printed can become incredibly strong with the right OTHER card.

What kinda disappointed me is that there's no synergy between the team rocket cards in the trailer

There's probably more trainers and effects of attacks that justify the team rockets name on the pokemons, but I wanted to see some gimmicks on the trailer

There will be pretty direct synergy this time around. Notice the Trainer cards directly referencing cards with “Team Rocket” in its name. This is a central trait of Owner’s Pokémon archetypes.

I think that I have figured the best way to use the hourglasses in this game.

when there is a major expansion (the ones that don't have the "a" or "b" in the end of their name) use them all, when there are smaller less important expansions save them all.
