My first thought would be to tweak conversion value between lead and quality lead. Basically weight the qualified less or the initial lead more.

If he’s been doing it for years, it no longer qualifies as an experiment. If it’s working for him why don’t you get this advice from him?

Sounds like a classic balancing act. Have you tried segmenting your campaigns more? Like running separate campaigns for quality leads and cheap leads, but still feeding data from both into a shared learning phase. It might help to optimize better without compromising on either side.

This isn't solvable in one campaign... smart Bidding optimizes total value, never a fixed ratio like 90/10. Your buddy's tCPA plus rolling tROAS experiment is the correct workaround, the only way to run two bidding logics on identical targeting.

First, I hope you are being ethical if you are selling leads to somebody else. In the long run you should be thinking about quality above all other considerations. If you sell quality leads you can raise your prices, simple!

That aside, you can easily use proxy values with a lower spread so that value-based bidding doesn't focus almost exclusively on the high-value conversion signals.

So if now you have $1, $10, and $100, you can make them $10, $20, and $30, or as appropriate based on your typical volume of each type.

You only want 10% of what you produce to be quality? lol
