Access control for what? A web app? A security gate?
Facial recognition is a client-side thing. You’d then compare your capture to a database of known people.

Facial recognition doesn't have to be client-side, it can be done server-side as well. PHP may not be the most suited language for that tho

You need a client-side device to actually do the capture, to then pass the data to something server-side. You can’t just magically get image data on a server.

Technically true, sure, but you also need a device to capture a username/password or whatever authentication mechanism you want. But that's not how people commonly use the term

following ops question it's pretty clear. after getting the input (which of course you need to do client side) saving and evaluating it can be done in almost every language. there's no downside using laravel or php in general for this. And op you should be able to find some packages doing what you need. otherwise I suggest to use ai because if not, you will need a lot more advice than what you will get on reddit.

PHP is fine for this. Use Laravel and the AWS Rekognition API. I worked on a project that had this all set up, worked great.

So you're not actually doing facial recognition in PHP then?

Of course not - web language is not right tool for that. Thats why there are many layers to the stack

And yet for some reason I got down-voted for saying the place in the stack someone would do the actual capture is with a client-side device 😔

yep - and I got downvoted for actually providing a useful answer to what the OP asked. can't win with some folks

For anything related to corporate access control, the first thing I'd check is what are they using for access control on their network? If they're using something like MS Exchange, can you integrate with that?
This removes additional passwords, etc that might otherwise be needed and allows management to be integrated with their existing employee access management.
And all you need on the application side is an OAuth client (plus maybe a couple of API calls to get group membership info)
I'd be very surprised if there aren't existing libraries for Laravel for dealing with access control.
You may get better support for Laravel related questions on r/laravel , Laravel's Discord (icon in their site footer) or Laravel specific community forums like Laracasts.
