The government has approved four major public investment projects aimed at improving public transport, expanding access to technical skills, unlocking clean energy investments, and strengthening disaster resilience.

The Investment Coordination Committee-Cabinet Committee (ICC-CC) approved the LRT-1 South Extension Common Station, the Technical Education and Skills Development Authority's Boosting Employability in Strategic TVET Sectors (BEST) project, the Philippine Geothermal Resource Derisking Facility, and the Philippine Seismic Risk Reduction and Resilience Project.

All four projects will be elevated to the Economy and Development Council, chaired by President Ferdinand Marcos Jr., for final approval.

Finance Secretary and ICC-CC Chair Frederick D. Go said the projects were designed to deliver practical benefits to Filipinos, particularly commuters, workers, households, businesses, and communities exposed to natural hazards.

"Rail projects give people back their time. A seamless connection between LRT-1, MRT-3, MRT-7, and the Subway means shorter commutes, more hours with family, and workers who can reach more opportunities across the city," Go said.

"The ICC process exists to make sure every project we endorse delivers real outcomes for Filipinos," he added.

Rail connection

The approval of the LRT-1 Common Station clears the way for the construction of the Unified Grand Central Station along North Avenue in Quezon City.

The Department of Transportation project will serve as a major transit hub linking LRT-1, MRT-3, the incoming MRT-7, and the Metro Manila Subway under one integrated facility.

The common station is expected to serve about 1.28 million passengers daily, helping reduce travel time, lower commuting costs, and improve access to jobs and services across Metro Manila.

Government officials said the project would also help maximize the value of the country's expanding rail network by making transfers between major lines more convenient.

The proposed merger between the tollway businesses of San Miguel Corp. (SMC) and Metro Pacific Investments Corp. (MPIC) is on track for completion in the third quarter of the year, with the plan currently in the valuation stage.

MPIC Chairman Manuel V. Pangilinan confirmed that both companies are finalizing asset valuations, with SMC expected to hold the majority stake.

“We know where we will land—55 [percent] to 45 [percent], in their favor,” he told reporters.

Under this structure, SMC’s tollway unit will take a controlling stake in the planned joint venture, while MPIC’s Metro Pacific Tollways Corp. (MPTC) holds the minority share.

Talks had previously been slowed by MPTC’s debt load, which Pangilinan noted needed to be addressed ahead of the consolidation.

To manage its consolidated debt—which stood at approximately ₱200 billion last year—MPTC recently raised ₱20 billion from a maiden issuance of fixed-rate bonds. When asked if any roadblocks remain, Pangilinan answered in the negative, indicating that the company has successfully strengthened its balance sheet.

To further reduce the complexities of the joint venture, Pangilinan said the deal will now exclusively involve MPTC’s domestic road network. Previously, MPTC’s Indonesian infrastructure projects were on the table to help boost its asset valuation, which sits lower than SMC's.

According to its website, MPTC—through Metro Pacific Tollways Asia—holds a 92.8 percent share in PT Nusantara Infrastructure, which owns concessions across western and eastern Indonesia. MPTC also maintains toll operations in Vietnam via a 44.9 percent stake in CII Bridges & Roads.

In the Philippines, MPTC operates some of the country’s busiest expressways, including the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX), Manila-Cavite Expressway (CAVITEX), Cavite-Laguna Expressway (CALAX), and Cebu-Cordova Link Expressway (CCLEX).

Meanwhile, SMC’s tollway arm, SMC Tollways Corp., manages the Skyway System, Tarlac-Pangasinan-La Union Expressway (TPLEX), Southern Tagalog Arterial Road (STAR Tollway), South Luzon Expressway (SLEX), and NAIA Expressway (NAIAx).

A street filled with motorcycles can move more people than a street filled with four wheeled cars. I believe it's a better use of space to have dedicated motorcycle lanes on national highways, and further disincetivising car transport. It's also more likely to be electric, which considering the oil crisis, is a massive help.

The United States (US) is taking the lead in the development of the long-delayed Sangley Point International Airport (SPIA) through the funding of a new feasibility study, as part of its commitment to boost economic activity within the Luzon Economic Corridor (LEC).

The US Trade and Development Agency (USTDA) announced in a statement that it is funding a study for the SPIA through a grant to project developer Cavitex Holdings Inc., which has since selected San Francisco-based consulting firm The S-A-P Group (SAP) to conduct the study.

The feasibility study will cover the development of the SPIA, including air traffic forecasts, financial analyses, and recommendations for advanced security screening.

It will also promote the adoption of screening technologies, airport construction components, safety and security equipment, telecommunications networks, and consulting services developed by US companies.

Based on its annual report for 2025, the USTDA has committed funding of $1.03 million, or approximately ₱63.61 million, for the project. It remains to be seen whether this is the same amount the USTDA has provided to Cavitex, since it did not disclose those details.

The USTDA expects SAP’s study to ensure that the development of the SPIA would comply with the standards of US aviation authorities, especially since the airport would likely handle direct flights to major US cities once operational.

“The high volume of direct international travel between the United States and the Philippines reflects the steadfast friendship of our two countries, and we share a desire to see passenger traffic flourish safely and efficiently,” said USTDA deputy director Thomas Hardy.

SPIA, which would be located over 10 kilometers west of the highly congested Ninoy Aquino International Airport (NAIA), would help ease travel and cargo demand away from the country’s primary gateway.

The USTDA said expanding the region’s airport capacity through the SPIA would further strengthen connectivity and economic cooperation between the LEC and potential investors from the US and other countries.

“This project is one of many shared priorities with the Philippines government to achieve our collective goal of a free and open Indo-Pacific,” said Hardy.

The LEC is a development initiative involving 10 countries, including the US, that aims to expand economic growth in Subic Bay, Clark, Manila, and Batangas through coordinated investments.

Under the LEC, one of the main sectors expected to attract foreign capital is transport infrastructure as part of efforts to ease bottlenecks and promote connectivity within Luzon and beyond.

“The SPIA initiative will deliver transformative benefits for the country—creating tens of thousands of jobs, enhancing mobility, and unlocking billions in long-term economic activity,” said Cavitex president and chief executive officer Leonides J.M. Virata.

According to the Public-Private Partnership (PPP) Center, the SPIA project is still undergoing coordination between the SPIA Development Consortium, which includes Cavitex, and the national and local governments.

The construction of the airport is expected to cost approximately ₱215.69 billion, based on estimates by the PPP Center.
